FBK Legal Experts Speak at XII Moscow Innovative Legal Forum

On 25-26 March 2025, the XII Moscow Innovative Legal Forum was held. 2025 has been marked by a major tax reform in Russia, leading to significant changes and adjustments to the country’s tax system. Key updates include an increase in personal income tax rates, the introduction of a federal investment tax deduction, a tax amnesty mechanism for business splitting, and new regulations for taxing digital currency mining operations.

Alexander Grigoriev, Partner at FBK Legal, and Ekaterina Golubeva, Head of Practice, IT Company Taxation at FBK Legal, participated in the forum’s session titled “Modification of Russia’s Tax System 2025”, which focused on cryptocurrency mining taxation.

During the panel discussion, experts addressed a wide range of issues related to the implementation of taxation rules for cryptocurrency mining and subsequent transactions.

Alexander Grigoriev pointed out that the uncertainty in reporting income from cryptocurrency mining prior to 2025 is evident from research analysing specialists’ opinions summarised by the GPTLEGAL AI-powered platform. The discussion’s participants agreed that such income from past periods should be reported under general rules, i.e., upon asset realisation, in accordance with the approach applied to traditional production activities.

Ekaterina Golubeva elaborated on the methodologies for determining the corporate income tax base for cryptocurrency mining revenues before the adoption of specialised tax regulations. She also emphasised the need to adapt these rules for taxpayers using the simplified tax system (STS).
