Tightening Controls and Revising Benefits: Tax Law Trends in Quotes

Pravo.ru reports that legal experts are currently observing a trend of increasing tax burdens alongside a decrease in the number of tax disputes going to court. In this context, it is crucial for taxpayers to understand legal methods for reducing their tax liabilities and strategies for their defence at the pre-trial stage. Lawyers advise to make use of tax reconstruction without any second thoughts. Furthermore, while numerous special tax regimes and incentives exist for investors, knowing the rules for their application is key. These issues and other major contemporary trends in the tax sphere were the focus of discussion at the recent Pravo.ru conference ‘Tax Policy and Tax Disputes – 2025’.

Commenting on the session ‘Investment Incentives in 2025: Tax Aspects and Application Practice’, FBK Legal Partner Eduard Giulbasarov pointed out:

‘Advanced special economic zones are currently experiencing a kind of renaissance, with clear legislative interest in expanding these special regimes. However, the Accounts Chamber recently concluded that the zones are performing ‘’too well’’, which is why we can expect rather stringent changes in 2026. Additionally, discussions are being held about consolidating the preferential regimes in the Far East and the Arctic’.
