About the project:
Comprehensive reform of the legal framework for adjacent infrastructure facilities
The project establishes a new regulatory foundation for work on adjacent infrastructure facilities—cases where road reconstruction inevitably involves the relocation of gas pipelines, communication lines, and other infrastructure. The initiative aims to resolve contradictions between the City Planning and the Land Code, as well as Federal Law No. 257 by creating a unified federal mechanism. This includes a transparent process for setting technical requirements, coordinating work within security zones, and distributing responsibilities among stakeholders. The reform sets out to shorten project timelines, reduce costs, and make infrastructure development in Russia more predictable and manageable. FBK Legal is providing full-cycle support for the initiative in question: from analysis and drafting to coordinating the proposed acts with government agencies and major industry players. The project sets a new standard for infrastructure regulation in Russia.
