Overview of Legislative Changes

The FBK Legal team has prepared an overview of key legislative changes taking effect in 2026.

The overview covers:

  1. National PPP standard.
    Development of the standard has been assigned to VEB.RF, with a deadline of 1 March 2026. The standard is set to define uniform rules for interaction among key participants in PPP projects.

  2. Digital rouble.
    The full-scale launch of the digital rouble for large businesses (banks and retailers with annual turnover exceeding 120 million roubles) is scheduled for 1 September 2026.

  3. FTS business valuation.
    Starting from 2026, the Federal Tax Service will introduce a new business valuation system for legal entities based on comprehensive indicators. Debts, financial statements, and contracts will be subject to analysis.

  4. Changes in intellectual property.
    Effective January 2026, damages for copyright and trademark infringement will increase to 10 million roubles per violation. New rules for assessing violations and their impact on businesses will also be introduced.

  5. Language of consumer information.
    From 1 March 2026, all signage, labels, and information for consumers must be in Russian. Foreign languages may only be used as a supplement. The overview includes details on the exceptions to the new rule and penalties for violations.

  6. Dismissal of foreign employees.
    From 1 March 2026, dismissals will be governed by regional quotas (Federal Law No. 419-FZ). Employers are required to reduce staff numbers if they exceed the quota limits.
