In this case, the Russian lawyers proved in the Moscow Arbitration Court that such a requirement violates Russian antitrust laws. Sergey assessed the legitimacy of taking into account international ratings when choosing service providers, indicating that any procurement procedure inevitably limits competition to some extent.
