The author reminds that revenue paid by insurance payers in favour of individuals under employment and civil-law contracts for implementing assignments are recognized to be subjected to insurance charges. “At the same time it is stipulated by law that insurance is to be charged only from payments to foreigners who have permanent or temporary residential status in Russia. This is why to answer the question whether insurance payments are to be charged it’s necessary to define the status of a foreign employee correctly”, the layer emphasizes. It may be a status of permanent resident of Russia (a foreigner who received a permanent residential permission in Russia); a temporary resident (a foreigner who received a temporary residential permission in Russia). “Only if a foreigner who was employed under a fixed-term employment contract for 8 months has a status of a temporary visitor in Russia, the company is not liable to pay insurance charges in 2012 even though it has worked only for 3 months. In all other cases insurance payments are to be charged”, Ekaterina Golubeva sums up.
