Alexander Ermolenko, Head of Corporate Practice, FBK Legal in his interview to Izvestiya newspaper tried to assess how the law becoming effective next year providing differentiated liability for violating traffic regulations will affect drivers. At the same time drivers in Moscow and Saint Petersburg will be subject to stricter punishment than citizens of other regions.

So the fine for parking on the pavement is to be increased since July 1, 2012. While this violation in Moscow and Saint Petersburg will be penalized much tougher – 3000 RUR fine comparing to 1500 RUR fine for the rest of Russia. “Intention of authorities to fight traffic jams in Moscow and Saint Petersburg is developing under the scenario common for Russia – “we will punish them stricter and the rest of thing will work out itself. However a reasonable question turns up: where to park the car then?” — Alexander Ermolenko wonders. According to him, underground parking lots in the center of Moscow cost too much even for a “well-off” (in opinion of the legislator) Muscovite.
Notwithstanding apparent unfairness of establishing differentiated liability for individual constituent entities of the Russian Federation, this approach can be recognized acceptable from the legal point of view.
